Under the direction of Chief Human Resources Officer and/or Executive Director, Human Resources, performs and oversees a variety of technical and specialized duties involved in ensuring certificated personnel possess valid and appropriate credentials for their assignment; monitors certificated assignments, salary levels, applications and renewals to ensure compliance with credential requirements; maintains assigned databases and generates various reports; assists in the recruitment, selection and employment of certificated personnel.

MINIMUM QUALIFICATIONS AND SPECIAL LICENSE OR LANGUAGE SKILLS

Education: Graduation with a Bachelor's Degree from a recognized college or university with a major in Public Administration, Business Administration, Human Resources Management, or a related area, is required. A Master's Degree in Public Administration, Business Administration, Human Resources, or related field may be substituted for two year of the required experience.

Experience: Three (3) years of progressively responsible full-time clerical, technical, and specialized experience involving frequent public contact including two (2) years of experience reviewing documents for compliance with complex policies and procedures such as teacher and administrative credentialing or related field.

SPECIAL LICENSE OR LANGUAGE SKILLS

Possession of a valid Class C California Driver's License and use of a private vehicle may be required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The essential duties and responsibilities of this class include, but are not limited to:

  • Performs a variety of specialized and technical duties to assure certificated personnel hold valid and appropriate credentials for their assignment and are paid at the appropriate level
  • Compiles and analyzes a variety of data related to assigned duties
  • Conducts the audit of personnel assignments of certificated staff for the Williams Legislation, Title 1 school funded, Equitable Distribution Monitoring Systems (EDMS) for the Department of Education and School Accountability Report of California (SARC)
  • Coordinates and facilitates the completion of pre-employment forms
  • Coordinates examination and screening / interview schedule
  • Maintains communication with district staff members, administration, supervisors, certificated job applicants, and the general public
  • Receives and acts upon personnel requisitions
  • Coordinates and facilitates activities of various personnel programs, including placement of substitute teachers, early retirement, etc.
  • Assists Attorneys and Human Resources Team with layoff documentation, reports and hearings
  • Applies laws, rules and regulations concerning the certification process and provides information to administrators, regular and substitute employees, and applicants
  • Assists with certificated recruitment and selection activities, including creating brochures, and scheduling interviews
  • Provides detailed information regarding credentialing, certificated employment opportunities, salaries, and district employment procedures
  • Processes new and renewal applications for a variety of credentials and permits for administrators, regular and substitute employees, and applicants
  • Reviews documents for completeness and appropriateness of information
  • Reviews contract provisions and state requirements in response to employee inquiries regarding salary placement, leaves of absence, and credential requirements
  • Screens teachers and substitute teacher applications for appropriate credentials, English Learner Authorization, and other qualifications
  • Verifies that proper credentials are held for current assignments
  • Notifies certificated staff members of credential expiration dates
  • Maintains a variety of records and files, including a computerized personnel management database
  • Prepares and maintains records of assignment to assure proper information is submitted to the County Office and State
  • Maintains current information on rules, regulations and laws affecting teaching certificates and credentials
  • Collects, compiles, and maintains personnel records for the Annual Assignment Monitoring
  • Prepares a variety of reports related to certificated personnel activities, including board agenda reports and materials
  • Attends a variety of State and County workshops, meetings and conferences related to credentialing
  • Performs other related duties as required

  • Principles and practices of school certificated personnel administration
  • Basic statistic procedures and mathematical concepts
  • State Education Code application to certificated personnel
  • District policies, procedures, rules, regulations, and collective bargaining agreements applicable to certificated personnel recruitment, selection, and management
  • Certificated payroll procedures
  • District organization, operations, policies, and objectives
  • Interpersonal skills using tact, patience, and courtesy
  • Correct English usage, grammar, spelling, punctuation, and vocabulary
  • Record-keeping and report preparation techniques
  • Operation of a computer and assigned software
  • Dynamics, comparability and interpretation of college course transcripts
  • Modern office practices, procedures and equipment
  • Telephone techniques and etiquette
Ability to:
  • Perform a variety of technical and specialized duties involved in providing support to the certificated personnel program in the areas of credentials, recruitment and selection, and compensation
  • Read, interpret, apply, and explain applicable laws, rules, regulations, and policies related to credentialing and salary placement
  • Review transcripts and work experience and recommend appropriate salary placement
  • Monitor credential status of certificated personnel and audit and update personnel files
  • Maintain assigned computer databases and generate various reports
  • Establish and maintain cooperative and effective working relationships with others
  • Maintain records and prepare reports
  • Maintain current knowledge of applicable laws, codes, rules, and regulations
