Position Summary:
1) Coordinates and evaluates the operational and financial management activities of the perioperative materials management team, postoperative data entry staff, and scheduling personnel to attain departmental, divisional, and organizational goals and objectives.

2) Is responsible for perioperative data/dashboard reporting; scheduling management; financial operations, including budget development and justification, charge capture, and billing; control of perioperative expenses; business plan development for new services; vendor management; and oversight of perioperative services computer applications.
3) Works in support of the perioperative governance structure, providing all necessary information to this group.

Key Relationships:
Works in partnership with Administrative Driector of perioperative services and provides operational and financial information to members of the perioperative governance structure

Responsibilities:
Essential Functions:
1) Manages the staff and day-to-day activities of perioperative scheduling, information management, materials management, and billing operations.

2) Develops goals, objectives, policies, and procedures for perioperative finance, scheduling, and materials management operations.

3) Works to ensure the satisfaction of surgeons and patients.

4) Is responsible for marketing the surgery program and developing positive surgeon relations through accurate patient scheduling, block scheduling, and management and information systems support.

5) Is! responsible for the management of scheduling processes, including the ! OR block schedule, add-on and elective cases, and case duration policies and procedures.

6) Is a liaison between the perioperative services department and the finance, information systems, and materials management departments.

7) Assists in development of all management information systems for perioperative services.

1) Conceptualizes, plans, implements, and coordinates management information systems and projects in collaboration with information technology department (computer system, global preference card updates).

2) Demonstrates knowledge of computer systems modules and interfaces such as the data dictionary, scheduling, materials management, preference cards/resource conflict management, clinical, and billing.

3) Identifies opportunities to enhance revenue through new volume, programmatic service line growth (new procedures), cost containment (inventory and cost-per-case reduction), loss/waste control, enhanced resource uti! lization (labor, equipment, and materials), or improved policy.

4) Develops a cost management program and culture.

5) Performs oversight and provides guidance and methodologies for proper inventory control and distribution systems.

6) Supports materials management’s provision of cost and volume information to perioperative services’ value analysis process, including identification of cost-effective alternatives, product evaluation, promoting product standardization, management of consignment/expired products, and maximization of vendor and GPO contractual agreements.

7) Provides support for SPD by maintaining working knowledge of and providing guidance for issues involving materials, instrumentation, equipment, and repair/service contracts.

8) Provides effective information for managing and monitoring surgical implant supplies.

9) Provides an efficient, effective, and accurate billing process in accordance with hospi! tal financial services policies and in compliance with payers.

! 10) Audits time, supply, equipment, and service charges to assure that proper and complete information is obtained to maximize revenues.

11) Provides continual financial and statistical data review to support the administrative director perioperative services, the perioperative governance structure, department chiefs, and all perioperative managers. Provides and presents all necessary management information to these groups, including monthly dashboard reports.

12) Develops data reporting, including:
¿ Utilization â€" blocks, ORs, staff, services, surgeons

¿ Scheduling â€" schedules, duration accuracy, add-on cases, cancellations

¿ Clinical â€" QI reports, delays, cancellations

¿ Operational â€" first case starts, case length/turnover time, volumes, hours, productivity

¿ Financial â€" case costing (new and preexisting procedures), supply/inventory management, charge reconciliation, preference card utiliza! tion

¿ Dashboard(s) â€" departmental/surgeon report card

¿ Ad hoc

13) Supports the finance department in gathering, organizing, and interpreting information for the operational, personnel, and capital budgeting process.

14) Develops and implements effective, results-oriented management reports/tools for each cost center in perioperative services. Utilizes quality improvement reports and redesign principles in working with staff and other departments to continually improve service and efficiencies.

15) Assists perioperative managers by providing information management reports and mentoring in the use of these reports to monitor, justify, and correct variances from their cost center budgets. Works with perioperative staff, purchasing, and finance to identify accounting errors.

16) Educates all perioperative managers and department chief(s) in the interpretation and use of reports to:

¿ Establish and meet operat! ional efficiency and marketing objectives

¿ Identify employee! s who are in need of attention/training

17) Provides support to strategic planning efforts for perioperative services, and collaborates with surgeon practice group planning.

18) Meets with surgeons’ office personnel at their offices annually to facilitate relationship building, policy review, etc.

19) Ensures all areas of responsibility are in compliance with regulatory requirements.

20) Effectively communicates with all perioperative services management personnel regarding department operations and supply, equipment, billing, and scheduling issues.

21) Emphasizes and capitalizes on opportunities for staff development, team building, and morale building.

22) Demonstrates commitment to teamwork by contributing to the management team and coordinating effectively with other perioperative services managers. Resolves conflict effectively. Utilizes problem-solving skills to promote a positive working environment.

Knowledge, Skills, and Abilities:
1) Demonstrates knowledge of computer systems, management information systems, and software.

2) Conceptualizes, plans, implements, and coordinates management information systems and projects.

3) Demonstrates knowledge of budgeting principles, including ability to prepare and interpret financial reports and to develop business plans for capital equipment.

4) Develops, directs, motivates, and gains commitment from teams.

5) Works effectively as a team member and team leader.

6) Prioritizes effectively.

Qualifications:
1) Bachelor’s degree in business, management, or other related field required, MBA preferred.

2) Three years of experience in a healthcare facility required, OR or surgeon business office management preferred.

3) Three years of progressive management experience preferred.
