Position: Supervisor-Recreation

Annual Salary Range- $96,192.24-$122,768.40


Job Description:
Under general direction of the Recreation Assistant Manager, this position is responsible for supervising, administering, evaluating, and creating unique programming within the community. The primary focus of this position is Community Special Events and Lancaster Municipal Stadium. This position will work closely with residents, local community partners, non-profit organizations, other City of Lancaster departments, and other agencies.

General Summary
: Responsible for planning, supervising, organizing, and leading a specific area or division of the City. Provides supervision to lower-level staff.


Essential Duties and Responsibilities
:

  • Planning and implementation of recreation activities and special events for the City of Lancaster
  • Monitor City facilities and ensure they are ready for Community Recreation events and rentals
  • Ensure policies and procedures are followed by subordinates and program participants
  • Supervise and evaluate programs within the division
  • Receive customer/client complaints and implement solutions
  • Oversight of staff, schedules, and assignments in the division
  • Assist in and oversight of Department budget by monitoring revenue and expenditures
  • Recruitment, selection, development, and training of staff
  • Develop and implement goals and objectives for staff
  • Active Net Administration to include review of rental permits, check the status of upcoming and overdue payments, notifications, update account information, review and approve program updates
  • ADP administration including review and approval of full-time and part-time staff timecards and time off requests
  • Effective Community outreach: serve as liaison and resource for community agencies and organizations
  • Perform outreach to promote programs and stimulate interest in City offerings
  • Serve as a representative with external organizations to create collaborative programming
  • Prepare new program proposals and evaluate existing programs for improvements
  • Plan and organize special events including ordering supplies and equipment, contracting outside services, creating schedules and assignment lists for staff
  • Facility evaluations to ensure that all public health guidelines and requirements are met.
  • Supervise operations at the Lancaster Municipal Stadium. Includes: supervise the administrative end of Stadium programs; provide support to facilities and grounds maintenance operations and crews
  • Supervise contracts and projects. Includes supervision and implementation of contracts; devises scope of work for programs and projects; performs job walkthroughs and provides project details to contractors or vendors; manages contractor and vendor progress
  • Perform related administrative duties. Includes: devising RFQs and writing bid proposals; implementing procurement processes for projects with a variety of scopes of work; processing payment requests


Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, Arts, Recreation or a related field
  • Three (3) years of experience supervising and evaluating recreational programming including Facility Rentals, Contracts, CIP Projects, and Special Events.
  • Equivalent combination of education and work experience
