Job Description

The Children’s Surgery Program Manager position exists to ensure compliance to national and other regulatory agency requirements for pediatric verification within the American College of Surgeons Children’s Surgery program requirements. The Children’s Surgery Program Manager in collaboration with the Surgical Quality and Patient Safety Medical Director and Surgical Services Director ensures optimal patient care through the use of evidence based, clinical best practice models, culture of safety, appropriate staffing and technologies and continuous process improvement measures. The Children’s Surgery Program Manager is typically based at a hub facility but may have system responsibilities and oversight for satellite facilities.

Essential Job Duties

Lead efforts to obtain and maintain the hospital’s verification with the American College of Surgeons, meeting all regulatory compliance and standards, as applicable. The incumbent will foster and support full regulatory compliance for one or more facilities and monitor compliance to standards
Clinical Activities - Coordinates care across the continuum, including planning and implementing of clinical protocols and practice management guidelines, monitoring care, and serving as an expert resource for clinical practice. Oversees the development and review of care protocols, policies and procedures that promote an organized and effective pediatric surgical program.
Education Responsibilities - Facilitates the development and implementation of educational programs including hospital nursing and physician continuing education programs. Facilitates case review, standardizing practice guidelines, and directs community education for appropriate transfers to inpatient Surgical Services or intra-facility transfers to a higher level of care.
Oversees the implementation of clinical program initiatives, including: core measures, clinical data abstraction, and patient safety efforts.
Manage the implementation of the Quality and Patient Safety Plan sections of which the incumbent has direct oversight. including quality staff members as directed.
Performance Improvement - Provides ongoing evaluation of the effectiveness and efficiency of the pediatric surgical program. Must be a self-starter, being pro-active for generating, developing and maintaining the process improvement program. Monitors clinical outcomes and system issues related to quality of care. Develops quality filters and audits, and helps to outline corrective actions as applicable. Is involved in patient engagement efforts and monitors patient perception of the quality of care delivered.
In conjunction with the Medical Director, plans, coordinates and conducts quality and safety meetings such as Quality and Patient Safety Executive Leadership, Performance Improvement and Patient Safety, Grand Rounds and Multidisciplinary Committees as appropriate. Sees that agendas, attendance, records/minutes and follow up are prompt and accurate.
Provides oversight of the data management process. Develops processes for collection, validation, analysis, and distribution of meaningful data. Designs processes to facilitate performance improvement activities, trend reports and research while protecting confidentiality.
Supports clinical program, facility and corporate goals and initiatives. Attends and actively participates in system level meetings representing the facility. Presents/reports on progress to directors, administrators and leadership boards as assigned.
Budgetary Responsibilities - Assists in annual strategic planning, operational and capital budgetary planning. Adheres to staffing and operational budgets as applicable. Completes and submits budget reports as required by facility.
Consultant/Liaison - Stabilizes the complex network of many disciplines and departments, including physicians, that work in concert to provide high quality care, serving as an internal resource for staff in all departments and acting as an extended liaison for Pediatric Surgical Services

Minimum Requirements

Bachelor's degree in Nursing (BSN) from an accredited institution (degree will be verified).

RN license in state of practice.

5 years surgical experience

Experience in continuous improvement activities.

Demonstrated experience with quality management programs including data collection. Computer skills including the creation of graphs, tables and trend reports.

Demonstrated critical thinking skills, data organization, management, and analysis skills.

Experience in process development including detailed corrective action plans which demonstrate comprehensive follow up and loop closure.

Excellent verbal and written communication skills.

Well-developed interpersonal skills with the ability to develop excellent working relationships with physicians and ancillary departments.

Complete 12 hours of continuing education annually.

Physical Requirements

Ongoing need for employee to see and read information, labels, monitors, identify equipment and supplies, and be able to assess patient needs.

Frequent interactions with patient care providers, patients, and visitors that require employee to verbally communicate as well as hear and understand spoken information, alarms, needs, and issues quickly and accurately, particularly during emergency situations.

Manual dexterity of hands and fingers to manipulate complex and delicate equipment with precision and accuracy. This includes frequent computer use and typing for documenting patient care, accessing needed information, etc.

In some cases (such as when required to provide patient care) this job will have the same physical requirements as those of patient care RNs

Preferred Requirements

Master's degree.

Pediatric Surgical experience
